In May 2024, the book "Computation of Taxable Business Profits" was published. This book attempts to answer two simple questions: do governments link the calculation of taxable business profits to the profit or loss resulting from applying accounting rules? Moreover, does it make sense to do so?

The detailed responses to these two questions are provided in the general report and the 25 national reports that form its foundation. Additionally, the book analyses various cross-cutting aspects of the topic, including its constitutional dimension, its intersections with EU law, its prospects in recent initiatives for the internationalization of corporate taxation and its procedural implications.

Assoc. Prof. Dr. Savina Mihaylova-Goleminova is one of the authors. She is a financial and tax law lecturer at the Faculty of Economics and Business Administration, Sofia University "St. Kliment Ohridski". She has been a member of the Department of Administrative Law Sciences at the Faculty of Law, Sofia University "St. Kliment Ohridski" (from 1993 to 2020). She is the Head of the Master's program "Economics and Management of Public Resources" at the Faculty of Economics and Business Administration, Sofia University "St. Kliment Ohridski".

She has specialized at the IFBD (Amsterdam, Netherlands) and Oxford University (United Kingdom). She is a member of the Sofia Bar Association, the European Association of Tax Law Professors (EATLP), and the International Fiscal Association (IFA).

She is an author of publications in the field of financial and tax law. She has experience in the public sector as an advisor to the Chairman of the 40th National Assembly (2005-2009, including correspondent for IPEX at the National Assembly) and as an advisor to the interim Deputy Prime Minister responsible for coordinating the management of EU funds (August – October 2014), among others. She is a consultant on projects in the field of public administration and transport reform, co-financed with EU funds.

Assoc. Prof. Dr. Mihaylova-Goleminova will be the rapporteur for Bulgaria at the next EATLP Congress in 2025 on the topic "Taxation of Real Estate (Property)," which will be held in Bergen, Norway.

Real estate is a traditional object of taxation. While the real property tax (recurrent property tax) is one of the most typical and oldest taxes worldwide, several other taxes (property transfer tax, capital gains tax, inheritance and gift taxes) are more or less connected with immovable property. Still, taxation of real estate was never investigated by the EATLP. As usual, national reports will be published in book format, together with a general and thematic reports, and published by the IBFD.
